For over a decade I have worked in humanitarian operations across Chad, Burundi, Ethiopia, Cameroon, Tanzania, and Mauritania, designing and running aid campaigns in conditions of scarcity and conflict. That fieldwork is not a sideline to the research; it is where the questions come from. I also build the technical systems the research runs on, from corpus tooling to locally deployed language models.

Contemporary sovereignty theory struggles with a puzzle. Institutionalized states in legitimacy crises adopt the repertoires we attribute to fragile or insurgent orders, while movements with almost no institutional capacity reproduce the administrative grammar of the state before they hold one.

I argue that sovereignty is neither a threshold to cross nor a quantity to hold, but an unstable relationship between two dimensions, auctoritas and potestas, that drift apart and must be continuously managed. I model this as a pendulum rather than a spectrum: the angle of divergence at any moment activates a specific governing repertoire. The gap itself, and the repertoires that manage it, are the object of the work.

Not a spectrum. The two dimensions are plotted on separate axes and driven independently, so the marker can sit anywhere in the plane. The dashed diagonal is alignment; the red segment is the gap, and which side of the diagonal it falls on is what activates mimicry or coercive performance. Both dimensions collapsing at once returns the polity to the origin.
